Jerry L. Dowling
Jerry L. Dowling (B.S., J.D., University of Tennessee), co-principal of Justex Systems, currently serves on the faculty at Sam Houston State University where he teaches courses in the legal aspects of criminal justice management as well as criminal law and procedure. He is the author of several articles and books in the fields of personnel practices, criminal investigation and pre-trial criminal procedure. His professional background includes service as a special agent of the FBI.

Larry T. Hoover
Larry T. Hoover (B.S., M.S., Ph.D., Michigan State University), co-principal of Justex Systems, has been a professor on the Criminal Justice faculty at Sam Houston State University since 1977. Prior to that he taught at Michigan State University, served on the staff of the Michigan Law Enforcement Officers Training Council and served as an officer with the Lansing Police Department. Dr. Hoover is a past president of the Academy of Criminal Justice Sciences, and the 2001 winner of its Police Section's O.W. Wilson Award for sustained contributions to policing. His publications include 3 anthologies published by the Police Executive Research Forum. Dr. Hoover has special responsibility at Justex Systems for training and curriculum development, special studies, and program evaluation, including police agency staffing analyses.

Gene G. Blair
Gene G. Blair (B.S., M.A., History, West Texas State University (now West Texas A&M Univ.), M.A., Urban Affairs/Criminal Justice, The University of Texas at Arlington) joined Justex Systems as Director of Operations in 2001. Gene retired from Sam Houston State University after 22 years of service with the university's well-known Criminal Justice Center, including assignments at the Center's Police Academy, the Bill Blackwood Law Enforcement Management Institute of Texas, and The Institute for Law Enforcement Training. A former criminal investigator, Gene has published articles, written one book, and has conducted training for criminal justice professionals in 12 states and Canada. He retired from the U.S. Army Reserve at the rank of Lieutenant Colonel in the military intelligence branch. Gene manages day-to-day operations at Justex, with emphasis on innovation, growth, development, and customer service.

Nan Kennedy
Nan Kennedy is the Executive Secretary at Justex Systems, Inc. and provides administrative support for all facets of the company. She possesses a bachelor of business administration degree with a minor in mathematics from Sam Houston State University. Mrs. Kennedy brings many years of experience as an administrative secretary and business manager to the firm.
